The continual punctuation by disruptive technologies as well as planned technological evolutions have led to increased interconnectedness among a plethora of unanticipated, disparate actors. This phenomenon has been accompanied by an increase in the speed of propagation by which the consequences of a new range of interactions ripple across the world. These accelerating worldwide interactions reduce the time available to actively query, collect, analyze, evaluate, and actuate upon a burgeoning corpus of diverse Big Data. In essence, there is less time to make decisions, and functionally speaking, the resultant compressed decision cycles pervade the decision-making realm in a manner that results in the backdrop of a daunting 21st century decision-making landscape.

Within this landscape, the art and science of Decision Engineering necessitates a sophisticated approach by which human decision-makers can actively immerse themselves in Big Data Analytics so as to achieve Big Insight. The well-known exemplar of high-frequency trading, which now accounts for a substantive portion of equity exchange trading volume, demonstrates that human decision-makers may not necessarily be able to keep up with the oncoming torrent of speed-of-light data accumulation. Yet, there is a distinct need for human intuition to be coupled with machine-speed decision-support architectures. Decision-making amidst the current paradigm of compressed decision cycles characterizes the majority of our engagements that reside within the realm of Applied Decision Engineering.

From archipelago states (e.g. Hawaii) to archipelago nations (e.g. Philippines), legacy critical infrastructure abounds. The photographs on this page illuminate the complexities that decision-makers face — along the Applied Decision Engineering pathway — to effectuate a more resilient electrical grid. In accordance with the State of Hawaii's Sustainability and Resiliency Initiative, Vit Tall served as the operationalizing agent for various actors from government, industry, and academia to establish a Public Private Partnership Initiative (P3I) office for the State of Hawaii's Department of Defense (DOD).

Pursuant to the State of Hawaii's 14-02 Administrative Directive of May 19, 2014, the DOD explored the notion of a more resilient grid as well as enhanced critical infrastructure protection (CIP), via collaboration with organizations from select members of The Association of Southeast Asian Nations (ASEAN) community.

These efforts migrated to other federal groups, and the notion of grid resiliency was operationalized within several ASEAN countries, such as, among others, Indonesia, Thailand, and the Philippines. These grid resiliency efforts have resulted in enhanced grid efficiency, stability, resiliency, sustainability, and interoperability among the involved ASEAN member nations.

A methodological approach, which fuses karass detection, network science, and supply chain analysis
Part of the Vit Tall Analytical Approach, it was introduced during a briefing in September 2012 in preparation for a U.S. Army Special Operations Command (USASOC) Workshop and briefed on October 14, 2012 at the 8th Institute of Electrical and Electronics Engineers (IEEE) International Conference on Collaborative Computing in Pittsburgh, PA.

Analytics on Analytics (A2O) and now Advanced Analytics on Analytics (A3O)

A methodological approach, which hybridizes hermeneutic examination, complexity science, and interstitial analysis
Part of the Vit Tall Analytical Approach, it was presented in April 2012 at the headquarters of International Security Assistance Force (ISAF) in Afghanistan and briefed on July 11, 2014 at the 24th Rim of the Pacific (RIMPAC) Exercise while aboard the U.S.S. Ronald Reagan.

Resilience Design Analytics (RDA)

A methodological approach, which mitigates against blindspots and brittleness
Part of the Vit Tall Analytical Approach, it was discussed at a private session at the National Academies in November 2013 and briefed on May 16, 2014 in Los Angeles, CA as a preview of the 23rd World Economic Forum on East Asia "Connect on Technology" Panel.
